Rules to Take Effect Despite Press Concerns The Bush administration announced the Health Insurance Portability and Accountability Act (HIPAA) rules would be implemented on April 14 as scheduled, despite receiving more than 24,000 comments about the regulations. |

Karen Acton Karen is publisher for the Southern Maryland Division of Gazette Newspapers, which was recently purchased from Chesapeake Publishing. As publisher, she is in charge of operations for seven weekly newspapers. Karen began her career with Chesapeake Publishing 18 years ago as an assistant controller and was promoted to controller and then group manager. She has lived in Charles County since 1982 and serves on the Board of Governors for the Southern Maryland Higher Education Center. Karen is a member of the MDDC Board of Directors. |

| Legal Appeals Court Limits Publishers' Rights in Web Sites,
CD-ROMs A print version of any article or photograph becomes a new work when it is re-published in a CD-ROM, online or in any format that requires "interaction with a computer program," according to the 11th U.S. Circuit Court of Appeals. It is almost as if that court said, every time the publishing industry invents a new way to publish, use of the new system creates a new work, even when the new publication is an exact replia of the first publication, or in the case of a newspaper publisher, "a collective work." |
