DC Newspapers Oppose Council Legislation to Restrict
Telephone Solicitation
Executives from five newspapers in the District of Columbia told a District Council
committee July 11 that telephone solicitation is their chief means of attracting new
subscribers and that the success of such solicitations refutes claims that citizens oppose
such calls from their local newspaper. |

Post's Graham Set the
Standard
Katharine Graham, 84, former publisher of The Washington Post, died July 17 in Boise, ID,
after suffering injuries in a fall a few days earlier while a conference for media
executives. |
New Board Members for
MDDC
The MDDC Board of Directors at its July 19 meeting elected two new members to fill
vacancies on the Board. |

Newspaper Salary
Statistics Released
Online graphic artists enjoyed the highest percentage increase in base pay from 2000 to
2001 - 11.3 percent - of any newspaper job title, according to the recently released
Newspaper Industry Compensation Survey. This was the only position that recorded
double-digit percentage increases. |

Jim Lee
Jim is editor of the Carroll County Times in
Westminster, a position he has held since 1997. He has worked as a sports reporter, news
reporters and in various editor positions with The Wayne Independent, Honesdale, PA, and
The Daily Star in Oneonta, NY. Most recently he served as the city editor for the
Times-News in Burlington, NC, from 1993 to 1997. Jim serves on the MDDC Government Affairs
Committee and Freedom of Information Subcommittee. He helped plan the public records audit
conducted last summer by MDDC newspapers. In February, the Carroll County Times received
the James S. Keat Freedom of Information Award for coverage of the audit led by Jim. |

Circulation Trends Focus on Better Service

earlier, making it easier to purchase single copies, and implementing new systems to reach
a service representative, according to 2001 Circulation Facts, Figures and Logic, the
Newspaper Association of America's (NAA) biennial survey of circulation trends. |

chairman of the Dover Post Company, says the committee is seeking nominees for election to

The Department of Health and Human Services has issued guidelines on the Health Insurance
Portability and Accountability Act (HIPAA) federal privacy rules governing the release of
medical information. |

Expedited Review has Test
In the first appeals court decision to interpret expedited review provisions in the
amended federal Freedom of Information Act, a three-judge panel in Washington, DC refused
July 13 to grant expedited review to FOI requests by Mohamed Al Fayed and Punch Limited,
the satirical British periodical which he owns. |
