Convention Plans for the MDDC Press Association Winter Convention are taking shape with Washington Redskins owner Daniel Snyder and Washington Post Publisher Donald E. Graham slated to speak. The Feb. 24-25 event will be held at the Renaissance Washington Hotel. The room reservation cut-off date is Jan. 27, and the deadline for registering for the convention itself is Feb. 18. |

| Chubb to Underwrite NNA Libel Policy Walterry Insurance Brokers announced that Chubb Executive Risk has been selected as the insurance company to underwrite the National Newspaper Association Libel Plus insurance policy. Chubb replaces Westport Insurance Corporation, which recently announced a withdrawal from the media insurance field. |

Highway Code Enforced as Newsrack Law Marylands Transportation Code says that no one can place any structure on any state highway without a permit from the Maryland State Highway Administration. That sounds perfectly reasonable, until an official decides that the law means that publishers cannot place their news-racks in the highway right of way on a public sidewalk. |

| Community Papers Increase In-County Mail Use Community newspapers are gradually increasing their reliance upon the in-county preferred mail service of the United States Postal Service, according to a new study by the National News-paper Association. The survey found that news-papers increased their use of in-county mail from 520 million copies to 540 million copies from 1992 to 1998, a jump of 3 percent. |

Source for Classifieds Internet users are twice as likely to read or use classified advertising printed in a daily news-paper as similar advertisements online, according to "Private-Party Classified: Americas Marketplace," a report by the Newspaper Association of America. |

Slight Decline The latest report from the Audit Bureau of Circulations shows both daily and Sunday newspaper circulation declined 0.7 percent for the six-month period ending Sept. 30, compared with a year ago, according to an analysis of the data by the Newspaper Association of America. |
| Advertising Expenditures
Up 5.5 Percent Newspaper advertising expenditures for the third quarter of 1999 totaled $11.3 billion, an increase of 5.5 percent over the same period last year, according to the Newspaper Association of America. National advertising led with a gain of 17.9 percent, reaching $1.6 billion. Retail was up 3 percent to $5.1 billion and classified was up 4.5 percent to $4.6 billion. |
