Legislative Update - July 2014

Maryland primary election

With the Primary Elections over, the 2015 Maryland General Assembly is beginning to take shape. Although the general election is scheduled for Nov. 4th, many of the primary election winners do not have what is considered a competitive race or do not have an opponent. Fourteen incumbent senators and 21 candidates for delegate have no opposition in the general election. There will be at least 10 new senators and 46 new delegates.

This kind of large turnover brings many changes and challenges, including the appointment of new legislative leaders and new committee assignments. This creates the challenge and, in many respects, opportunity of introducing the industry and our issues to the newly-elected. The most notable change for MDDC will be the appointment of a new chairman of the Senate Judicial Proceedings Committee, previously chaired by Senator Brian Frosh. The Senate JPR Committee hears many issues that impact the press, including issues of expungement, shielding, and right of publicity.

Senator Brian Frosh will likely be the next MD Attorney General. He historically has been a great advocate for open government and other important issues to MDDC. The AG’s office houses the Open Meetings Compliance Board and often weighs in on legislative issues that impact the press.

Delaware

The Delaware Assembly adjourned June 30th and is not scheduled to return until Jan. 2015. Many key general issues were left unresolved including the Governor’s push for a gasoline and a water tax. Interim activity will include a look at the Delaware’s unclaimed property process and need to secure tax revenue, as Delaware’s gaming revenues continue to decline. MDDC will monitor activity on both these issues.

Government Affairs Committee

The GAC works on behalf of MDDC members to advise and prioritize the legislative work of the association. We recently added several members, and the committee roster is listed below. THe committee will meet in early September to clarify legislative priorities for the 2015 sessions.
