Board Approves New MAPS Advertising Plan
Changes in focus, commissions; ad director, salesperson to be hired
The MDDC Board of Directors at its September 5 meeting unanimously approved a new business
plan for the MDDC Ad Placement Service (MAPS) that changes the focus and commission
structure of the six-year-old program, expands the sales force and projects a return to
profitability in three years. |

Kegg Set Example for Fans,

J. Suter Kegg, sports editor emeritus of the Cumberland Times-News and the 2002 MDDC
Newspaper Hall of Fame inductee, died Sept. 10 at the age of 85. He had been in failing
health in recent years. |

The MDDC Press Association has joined The Baltimore Sun in an amicus brief supporting a
Prince George's County Court's decision to withdraw summonses for reporters being asked to
testify in a police department disciplinary hearing. |

Gazettes, Post Granted Summary Judgment in Anti-Trust Case
A U.S. district court issued an order in August granting summary judgment to Gazette
Newspapers Inc. and it parent Washington Post Co. in an antitrust suit brought by several
competing weekly newspapers. The competitors filed a motion for reconsideration on Aug. 22
and asked the court to unseal the record.

This year, National Newspaper Week, sponsored since 1940 by the Newspaper Association
Managers, is October 6-12 and the theme is "Unfold Your Future."

On the national advertising fron, newspapers have it tough. We know advertising in our
newspaper "works." We have plenty of local success stories about how we've
helped our local advertisers grow their businesses. However, we have difficulty conveying
this to the yound and inexperienced media planners and buyers that have not been brought
up reading a newspaper.
- Ad Spending Down 1.8% in 2nd Quarter
Newspaper advertising expenditures for the second quarter of 2002 totaled $10.9 billion, a
decrease of 1.8 percent over the same period last year, according to estimates from the
Newspaper Association of America.

Move Update Proposals Questioned
A Postal Service proposal to require periodical class mailers to more quickly capture
subscribers who move would produce important savings for USPS, but elimintaing hard copy
address change notices to publishers would hurt small newspapers, according to National
Newspaper Association Postal Committe Chair Max Heath.

October 1 is the filing deadline for your periodical class Statement of Ownership, Form
3526, with the post office.
